Mayfield Ranch was promised a vote. Here’s why it’s not on the ballot, and what happens next.
Posted October 31, 2026 · Last updated October 31, 2026
In short: Mayfield Ranch residents qualified a measure to repeal the CFD 2004-2 Mello-Roos special tax, and the Imperial City Council approved it for the November 3, 2026 ballot. It isn’t on the ballot because the City never sent the County the district map it needed. A lawsuit asks the court to order a special election. Here’s what happened and how you can help.
What happened
-
The neighborhood qualified the measure. Residents circulated a petition for the Imperial CFD 2004-2 Mello-Roos Tax Repeal and Redemption Act of 2026, and more than 27 percent of the neighborhood’s registered voters signed it. Read about the petition.
-
The City Council approved it for the ballot. On April 15, 2026, the Council adopted Resolution No. 2026-14. It found the petition met the legal requirements and had enough valid signatures, and ordered the measure placed before the district’s voters on November 3, 2026.
-
The paperwork never reached the County. To put a measure for one district on the ballot, the County needs a map from the City showing which voters live in the district. The City did not send that map by the County’s deadline, so the County did not put the measure on the ballot.
The result: a measure the City Council itself approved for the ballot was never put in front of the voters.
What happens next
-
Asking the court to order an election. A lawsuit by homeowner and measure proponent Lia Sanchez and landowner Novalk, LLC (Novalk, LLC and Lia Sanchez v. City of Imperial, Imperial County Superior Court Case No. ECU004587) already asks the court to order the City and County to put the measure before Mayfield voters. Because the measure can no longer appear on the November 3 ballot, they will ask the court to order a special election just for the district’s voters, held as soon as the law allows, instead of waiting for the next regular city election, which could be two years away.
-
Asking the City Council to call the election itself. The Council doesn’t need to wait for a court. It can schedule a special election and send the County the map.

Keeping you posted. We’ll update this page when a hearing is set, when the City acts, and when an election date is set.
