Did you know that in 2005, original developers of CFD 2004-3, Rilington Imperial, LLC and Paseo del Sol Dos, LLC started building homes in Imperial, California?
Everyone who bought a home there was required to pay a CFD tax to reimburse the original developers for building public infrastructure (roads, parks, utilities, etc.).
The original developers were supposed to pay tax, too. But they didn't. By 2008, they owed the CFD 2004-3 over $60,000. In 2009, they owed another $60,000 in CFD taxes.
By 2018, they owed over $800,000 to the CFD in unpaid taxes, penalties, and interest.
If you lived in that neighborhood in 2018, you paid CFD taxes, but the developers didn't.
Strangely, also in 2018, the City said they owed the original developers over $1.6 million to reimburse their costs. But public records contain no invoices, vouchers, or documentation for the developers' bill. Still, the City just agreed to pay the developers' bill from other CFD tax money collected from the homeowners in the neighborhood.
Even stranger, the City did not deduct from that bill any of the tax money the delinquent developers owed the City or the CFD.
By 2026, the original developers' tax debt to the City and CFD, with penalties and interest has grown to over $1.3 million. But the City keeps approving payouts to the developers without applying any of the money to the debt the developers owe the City or CFD.
So, on September 2, 2026, the Mayor of the City of Imperial, Ida Obeso-Martinez, and her fellow council-members, all voted to payout $40,000 from CFD tax money collected from you if you live in this neighborhood.
Who gets the money? Well, if you were an original developer who didn't pay any taxes, or you were affiliated with them, you get the money. If you paid taxes faithfully as a homeowner in the neighborhood, you get nothing. You must continue to pay.
