Understanding Community Facility District 2004-2 (Mayfield) Unfair Taxation

If you live on Fieldbrook Street, Grayson Road, Farmington Street, on East 2nd Street between P Street and Brighton in the City of Imperial, California, you are being taxed too much!!!
If so, please join us to repeal the unfair Mello-Roos taxes assessed on your property. We have proposed to pay off all CFD assessments for the next 12 years. (Everyone pays this fiscal year and then all Mello-Roos assessments would be canceled after that.)
How is that possible? The outstanding bonds on Community Facilities District 2004-2 (Mayfield) are only $1.6 million. The City did not pay for the construction of 4th Street or make promised connections to Huston Road. However, they still want to collect over $5 million from the property owners over the next 12 years.
Novalk, LLC has proposed to pay off the balance due on the bonds for this fiscal year. Novalk, LLC will also, at its own expense, build the remaining connection on 4th Street from Brighton to P Street.
Novalk, LLC will also complete Brooke Street and make improvements to public facilities at its own expense.
However, the City Council has REJECTED this proposal. They want to collect $5 million from the property owners in the District and keep taxing us for the next 12 years!!
Under California law, they can't tax us more than the money they need to pay off the bonds. We have asked the City to hold an election so we can vote on this. The California Constitution gives us that right. So far, the City has refused to schedule the election.
